The target is to control each cell individually using LM 317 regulator that you can adjust the voltage from 1.2 to 37v depending on the input in our case it will be between 1.47v to 2volts .

A short test flight of ParkZone Vapor FPV setup. This setup consists of a stock Vapor, 10mW 2.4GHz video/audio transmitter (no microphone onboard), a B&W camera and 5V step-up voltage regulator to power the camera. The aircraft appeared to be tail heavy so there's some fine tuning left before the first real FPV flight.

This was a little circuit I made with the help of AcidMods. I used a 7805 Voltage Regulator to provide the 5V that will probably be used on a psp I'll sooner or later get. It's also in stereo. The circuit is a slight modification of the acidmods circuit with 1M and 100k resistors at the audio inputs. It also uses two RGB LEDs with a 10 ohm resistor connected to the blue and green and a 220 ohm resistor connected to the red. I bought off SuperBrightLEDs.com

Demonstrating the behavior of Variable Voltage Regulator (VVR) when turned on/off via a footswitch. An Omron 5V relay, p/n: G5A-234P-DC5, was used to switch the VVR by lifting the 100K resistor between the VVR Pot and ground. The referenced relay is DPDT, but a SPDT relay would suffice.
