LM317T Voltage Regulator with Pass Transistor

After replacing the dead voltage regulator from a spectrum someone kindly donated to me, I was disappointed to find theres another fault elsewhere - anyone shed some light into this?

This is a demonstration showing that the real stepper motor can be driven using the (unmodified) sample solution code that was written for Lab #3. To limit the total current draw+power consumption of the motor+driver circuit, a current-limiting resistance of 15 ohms was placed in series with the motor driver IC. We are powering the board using a 9V external AC/DC converter, which is mapped to +5V by the project board's voltage regulator.
